DELAWARE TO EXEMPT STREET RODS FROM REGULAR SAFETY INSPECTIONS [1]

SEMA-supported legislation to exempt street rods from the state’s regular safety inspections was approved by the Delaware State Legislature. Under an agreement reached with state regulators, the registration and titling process will be changed administratively to allow street rods to be assigned a registration and titling designation bearing the same model year that the body of the vehicle resembles. The bill next moves to the governor for his signature and enactment into law.

MARYLAND BILL TO CREATE TIRE EFFICIENCY PROGRAM GAINS NO TRACTION [2]

SEMA again helped defeat Maryland legislation requiring the development of a statewide program to mandate that replacement tires for passenger cars meet fuel efficiency standards. The replacement tire efficiency program was anti-consumer, anti-small business, and would have required a substantial appropriation. This year’s version of the bill also included a credit against the excise tax for specified fuel-efficient vehicles.

SEMA-MODEL CUSTOM VEHICLE LEGISLATION APPROVED BY TENNESSEE LEGISLATURE; MOVES TO GOVERNOR FOR SIGNATURE [3]

The Tennessee State Legislature has approved a version of SEMA-model legislation to create a vehicle registration and titling classification for custom vehicles. The bill defines a custom-built car as a vehicle that is built for private use and is not constructed by a licensed manufacturer or remanufacturer.

KENTUCKY LEGISLATURE APPROVES BILL TO CREATE TITLES FOR PROJECT CARS [4]

SEMA-supported legislation to create classic motor vehicle project titles for vehicles at least 25-years old, not road-worthy, and currently without a title or with a title from another state, was approved by the Kentucky State Legislature.

WEST VIRGINIA ENACTS LAW TO EXPAND USE OF ANTIQUE VEHICLES [5]

SEMA-supported legislation that would amend state law governing antique motor vehicles to expand their permissible use was approved by the West Virginia state Legislature and signed into law by Governor Joe Manchin.

SEMA-MODEL REPLICA VEHICLE LEGISLATION SIGNED INTO LAW IN IOWA [6]

A version of SEMA-model legislation (H.F. 2452) that would create a vehicle registration classification for street rods and replica vehicles was approved by the Iowa State Legislature and signed into law by Governor Chet Culver. H.F.

SUNDAY DRIVER: WEST VIRGINIA EXPANDS ANTIQUE VEHICLE USE [9]

SEMA-supported legislation that would amend state law governing antique motor vehicles to expand their permissible use was approved by the West Virginia House and Senate and signed into law. Under the previous law, use of antique vehicles was strictly limited to club activities, exhibits, tours, parades, testing, obtaining repairs and for recreational purposes. This bill would increase weekend use to begin on Fridays at 12:00 p.m. and extend through Monday at 12:00 p.m.

EPA ISSUES TOUGHER OZONE STANDARD [11]

The U.S. Environmental Protection Agency (EPA) has concluded that the current ozone standard of 84 parts per billion is insufficient and must be tightened to 75 ppb in order to adequately protect public health. Industry had generally lobbied that the standard remain the same since 85 counties across the nation are still struggling to comply with the 84 ppm rule.
